ICP/ EPP UPDATE Rosebud Sioux Tribe State of Emergency Declaration Hello, I hope this update finds you well – With the -50 wind chill temperatures EPP has pulled crews responsible for clearing the roadways, off the road and they are currently only responding to absolute emergencies. It is very dangerous to have our crews out plowing roads open. Roads are blowing shut as soon as they are getting them open. A “NO TRAVEL” advisory is in effect. EPP has been in contact with services and those responsible for the 511# to post and advise that all roads leading into Rosebud Reservation are closed. ANY INDIVIDUALS WHO ARE STRANDED IN THEIR VEHICLES WILL BE TAKEN HOME OR TO THE NEAREST SHELTER AND BE CITED A $500 FINE. We will not be pulling any vehicles out at this time. The negative wind chill is causing our heavy machines to breakdown, causing hydraulic hoses to break, tire issues, steering issues, etc. We are doing our best to keep everyone warm and safe in their own homes. If, for any reason, your place of shelter is not equipped to stay in during these frigid temperatures there are places to go for shelter: St Francis Community Building Antelope Community Building. Sinte Gleska University Multipurpose building was being utilized for a shelter but heating issues caused those to be evacuated to Antelope Community building. Currently stopped, only responding to absolute emergencies - We have our team of volunteers delivering wood, food boxes and other emergent needs to people’s residences. Please keep in mind the Oyates emergent needs will be met as resources become available. At this time, we are sending the propane list daily to Sicangu Propane. December 18, 2022 EPP began coordinating efforts with Sicangu Propane to prioritize delivery for those at 0% and working from there. Tuesday, December 20, 2022, we teamed back hoes and plow trucks up with Sicangu Propane trucks (2) so they could get access to propane tanks. LIHEAP has been tasked with contacting outside propane companies (Thedford, Reese, CHS, Kadoka, Murdo, etc.) to bring in additional propane so we can reach more homes. Once we can confirm companies we may task each company with a certain area of the reservation. With the participation from local businesses and numerous tribal programs we were able to obtain resources that are needed in our tribe’s state of emergency. Though these resources are very much appreciated it is not nearly enough to respond to each request across the reservation. EPP is evolving every day and adjustments are being made to respond for effectively and efficiently to calls that are coming into the incident command post. Please understand that we would utilize those heavy machine operators who volunteered but the reality is there is not enough machines to put them in. We have had an estimated 20 people in heavy equipment, an estimated 10 people in pickup trucks with snow plows attached and driving portable diesel tanks to heavy machines who need fuel, another estimated 10 people delivering food boxes and wood. With these estimations, please take into consideration how difficult it has been to open up roads and driveways across the reservation and getting supplies to families. As of December 22th the Incident Command Post has taken close to 300 requests per day, since opening the phone lines on December 16, 2022. These daily emergency requests from the Oyate range from: 1. Snow removal 2. Food 3. Heat (i.e. wood, propane or plug in heaters) 4. Other (water, pampers, formula, toilet paper, blankets, frozen pipes, furnace breakdowns, water leaks, wood stove pipes, etc.) 5. Medical (emergent calls to get to the emergency room, Davita dialysis emergencies/appointments, prescription meds delivered) 6. Evacuations 7. Search and Rescue Amongst all requests we have teams who are working diligently around the clock to make sure all emergent requests are met. These teams consist of the following Tribal and Local Departments Snow removal, search/rescue, evacuations: 1. Road Department 2. Motor Fuel & Tax 3. ARPA Security Guards 4. Water & Sewer 5. Individuals with own machines to remove snow 6. Saint Francis Mission 7. Saint Francis Indian School 8. HeadStart 9. Game Fish & Parks 10. Rosebud Ambulance Service 11. Rosebud Law Enforcement 12. Mission Volunteer Fire Department 13. Bureau of Indian Affairs – Rosebud Headquarters 14. SWA 15. Local ranchers 16. Some State Department of Transportation 17. Local Towing Companies 18. Incident Command Center phone operators & volunteers coordinating within the ICP (ARPA Security staff, ARPA staff, RST Secretary, LE staff, RST Council representatives, and local volunteers) Food preparation/delivery: 1. Rosebud Social Services (community services) 2. Buches 3. Allstop 4. Community Chairpersons Association 5. RST Council Representatives 6. Feeding America 7. ARPA Security 8. Bordeaux – A Celebration of Life Wake: Wednesday, November 30th at 10:00 AM Service: Thursday, December 1st at 10:00 AM Both are to be held at the SGU Wakiyan Wanbli Multi-Purpose Center Dr. Lionel R Bordeaux was instrumental in the expansion of SGU becoming the first tribal university among tribal colleges in the country. He was a founder of the American Indian Higher Education Consortium (AIHEC), which serves as a collective voice for the 35 tribal colleges and universities in Washington, D.C. He was also a founder of the American Indian College Fund, the World Indigenous Nations Higher Education Consortium, and the Tribal College Journal. President Bordeaux’s 50-year career at Sinte Gleska University was focused on culturally based Native higher education and serving his community, making him the longest serving college or university president in the United States. Dr. Lionel R Bordeaux’s dedication to education has provided a pathway for countless Todd County School District students and staff to pursue higher learning.
